The SIGNAL network operates as a federated scoring model. No raw transaction data is ever shared between members. Transmitters send one-way hashed signals; receivers query anonymized scores.
The system is stateless for PII — once a signal is hashed, the original data cannot be reconstructed. The network scores behavior, not people.
All card tokens are hashed using SHA-256 with a merchant-specific salt before transmission. The hash is irreversible — SIGNAL Alliance cannot reconstruct the original card number under any circumstances.
Signals are retained in a 90-day rolling window to enable accurate score computation. No raw transaction data is ever stored. All data is automatically purged on a rolling basis.
Role-based API keys, per-request audit logging, and IP allowlisting ensure that only authorized systems can query the SIGNAL network. Every query is logged and attributable.
