Member-Controlled Governance

The Alliance Model

SIGNAL Alliance is structured as a merchant-driven data cooperative, not a vendor-controlled platform. Members contribute to the network and share in its value.

A Board of Directors — elected from member companies — sets policy, resolves disputes, and governs pricing. No external investors have voting rights over network operations.

  • 'Good hearts' — we assume and require honest intent from all members
  • Mutual benefit — transmitters are fairly compensated
  • Transparency — all pricing and governance rules are published
  • No exclusivity — members may participate in other networks
Founding Members

Enhanced Rights & Fixed Pricing

Charter members who joined during the network launch phase receive enhanced governance rights, including board seat eligibility, and pricing fixed at founding rates for the life of membership.

Standard Members

Full Voting Rights

Standard members have full voting rights on governance decisions, access to published pricing schedules, and representation in member meetings held quarterly.

Associate Members

Observer Status

Associate membership provides limited network access and observer status at member meetings. Pathway to full membership after a qualifying period.

Maintain data quality standards, comply with privacy requirements, honor data license terms, and act in good faith in all network interactions. The cooperative only works if everyone plays fair.

Dispute Resolution

Three-Step Process

Direct resolution between parties, followed by mediation with a neutral facilitator, followed by binding Board arbitration. Transparent, time-bound, and fair to all participants.
